An extensive block of land which previously housed Napier Hospital on a hilltop overlooking the city has been released to the market for sale – with preliminary ground works already undertaken to convert the property into a new residential subdivision.

The elevated site boasts views of the city and waterfront and is close to Napier CBD.

The 2.6 hectare site has had its designation changed over the years, which saw significant town planning changes and resources consents granted in line with the council’s vision to increase housing density around the central city area and into urban locations. Resource consent for the housing intensification on site was granted in December 2014, allowing for the subdivision and creation of:

• Six standalone dwellings;

• Some 21 terraced houses;

• Two apartment towers of 28.5 metres high - each permitted to accommodate up to 18 residential apartments in various room number and size configurations;

and;

• A commercial ground floor food and beverage or hospitality tenancy.

The freehold land at 11 Hospital Terrace is being sold by Templeton Group, a New Zealand-owned development company that is currentlydeveloping more than $2 billion of property throughout New Zealand.

Templeton’swider portfolio includes residential and superlot development sites at BremnerRidge, Long Bay and Stonefields in Auckland, Warkworth, Pegasus north of Christchurch,and Ngunguru; NXN – a large apartment development in Kingsland, Auckland; retailproperties at Kapiti, Long Bay Village, and Pegasus; and Kapiti Coast Airport.

The property is being marketed for sale through Bayleys Napier, with the tender process closing on February 21. Agents Kerry Geange and Daniel Moffitt said the property encompassed two adjoining land titles, and was zoned Napier Hill Character (Residential) under the Napier City Council Plan.

“The Hospital Hill property represents 15 percent of the ‘greenfields’ land identified for future residential development in Napier. That’s a substantial portion to be contained in just one site – let alone the very location of the site with its spectacular vistas,” Mr Geange said.

The generally rectangular and predominantly flat hilltop section straddles Napier’s central business district some 1.6 kilometres away on the seaward side, and the city’s hospitality hub at Ahuriri some 1.2 kilometres downhill on the opposite tack.

Mr Geange said the land was being sold as ‘vacant possession’ – with all of the former hospital buildings removed from the site and some initial excavation work already undertaken in preparation for building foundations to be laid.

Last year Napier City Council upgraded stormwater services in the location to ensure there is infrastructure capacity for this much awaited development. Gas, electricity and telecommunications utilities are already in place on the property boundary.

“The land is being sold with significant documentation available to any new owner - including feasibility studies, geotechnical information, survey data, and civil engineering assessments,” Mr Geange said.

“The significant road frontage along Hospital Hill Road enables an already approved configuration of dwellings to maximise site usage based on efficient traffic and people movements.

“Of course, any purchaser could re-submit new plans for the land.”
